European report: Every euro invested in metrology generates more than four euros in economic growth
EURAMET impact study underlines metrology’s role as a strategic pillar for Europe’s sovereignty and competitiveness.
A new report from EURAMET quantifies the economic value of its research programmes: the completed EMRP and EMPIR programmes and the ongoing Metrology Partnership. The analysis shows that every euro of EU funding under EMRP and EMPIR generates more than four euros in additional turnover for the economy. A similar impact is expected from the current programme.
Metrology, the science of measurement – is a cornerstone of modern society, technology and policymaking. It safeguards precision in a wide range of crucial domains such as manufacturing, renewable energy and healthcare. In Europe, EURAMET’s metrology research programmes bring together the community of metrologists and scientists with stakeholders from all sectors in joint research projects. The programmes are co‑funded by the European Union and participating member states and are designed to strengthen innovation, competitiveness and resilience across Europe.
The report now estimates a total increase in turnover of €1.6 billion resulting from the sale of new or improved products and services enabled by metrology.

Metrologie in The Netherlands
In the Netherlands, the National Metrology Institute VSL in particular contributes to metrology research in Europe. VSL’s contributions include, for example:
- Accurate measurements and calibrations for hydrogen (quantity and purity). Within the Met4H2 project, VSL coordinates the development of measurement standards and calibration methods to support a hydrogen economy together with more than 20 international partners.
- Supporting the electricity grid. VSL has contributed to more efficient transformers and improved processing of sensor data in the grid to better monitor grid stability.
- Improving cancer treatment. In collaboration with partners, VSL has developed methods for more accurate dosimetry in FLASH radiotherapy, a new form of radiotherapy with less collateral damage.
Building Europe’s future
At a time when Europe is facing new global challenges, the EURAMET report shows how coordinated investments in metrology deliver long‑term benefits for citizens and businesses. Continued investment in metrology at EU level is therefore crucial – especially as other major economies are strengthening their technological sovereignty through strategic investments in metrology.
A future metrology initiative would enhance Europe’s competitiveness by creating new opportunities in areas such as advanced materials, quantum technologies and energy solutions, safeguarding strategic sovereignty in critical technologies and supporting policy implementation through robust measurement frameworks.
