Why do these declarations matter?
International co-operation is critical in metrology. We need to know that measurements for compounds like nitrogen and CO₂ mean the same thing in different parts of the world - and that we can trust those measurements.
This is why Declarations of Equivalence exist, in which metrology institutes find common grounds - so you know that an m3 of gas means the same thing at home and on the other side of the world!
